Shelby County Mayor Lee Harris has appointed Dwan Gilliom as Chief Administrative Officer of Shelby County Government.
Mr. Gilliom has more than 30 years experience in public service, including Director of Public Works for the City of Memphis, Executive Director of Facilities Management for Shelby County Schools, and most recently, Administrator of Support Services for Shelby County Government.
“Mr. Gilliom has devoted his adulthood to service, as a military man, law enforcement officer, and longtime government official,” Harris said in a statement. “We are lucky when we find someone who has the skill set to lead and a heart for service. In Dwan Gilliom, we have found both.”
The CAO serves as the top non-elected officer in Shelby County Government, running the day to day operations of the county.
“As a native Memphian who has served in local government for more than 30 years, I am extremely honored and humbled,” Gilliom said. “I look forward to the rewarding opportunities this position will afford me in assisting Mayor Harris and his entire administration create a better Shelby County for all.”
Gilliom already has the admiration and respect of several leaders throughout Shelby County.
“He is a great choice as the next Chief Administrative Officer for many reasons, including he knows how to formulate and execute a plan,” said Commissioner Van Turner. “Mr. Gilliom not only believes in getting the job done, but he also believes in doing so with quality, attention to detail, and promptness.”
Former County Commissioner Walter Bailey lauded Gilliom for his critical thinking and proactive approach.
“He possesses the ultimate alacrity to take on undertakings with positive infectious energy,” said Bailey, an attorney. “His engaging style is an enormous asset and will enable him to interact effectively with staff, other elected officials as well as Commission members.”
Gilliom starts in his new position on Oct. 1. He succeeds to Patrice Thomas, who now works as Chief of Staff for Shelby County Schools.
