The Education Law Center (ELC) produces a yearly report called “Making the Grade” that tracks funding trends in eight Southern states, including the state of Tennessee. The report ranks and grades each state based on three key measures ˗˗ funding level, funding distribution and funding effort. Tennessee was given a grade of “F” for both its funding level and funding efforts in each of its last three “Making the Grade” reports.
