Hard-packed snow and ice cover neighborhood streets across Memphis and Shelby County as the city recovers from a historic winter storm that brought subfreezing temperatures and several inches of snow and sleet. While major roads remain mostly passable, many residential streets were still slick and partially frozen days after the storm ended, slowing traffic and keeping some businesses and schools closed.
